After the horrible Nuclear War, America is unable to feed its people, and the animals in the Wild Animal Enclosure have exploded to enormous numbers. With no prey to eat, the animals are escaping the Enclosure, and attacking humans. To rectify this situation, the leaders decided to create a National Drawing to select humans to be placed in the Wild Animal Enclosure. By doing this, they solved two problems.
