Mayor Percy Blue has served Treasure Town well; however, the businessman, Mallroy Mall, wants to transform it into his own Mechanical Metropolis - Sky City. He resigns and decides to take a break, only to have his family get entangled in a larger web of deceit by a forgotten yet strong power - the Firsts. Can he save his family and his town? Or will he have to give up one for the other? Will the Firsts be stopped or will Treasure Town become a casualty in the name of progress?
