Her Majesty, The Queen of England and Head of the Commonwealth became concerned about the amount of drugs being brought into Canada from the United States. By a special arrangement with the President of the U. S. and Canada's Prime Minister, the Queen directly sanctioned whatever means necessary to stop it.
