American action feature starring Steven Seagal. Determined to clean up his city's streets, Colonel Robert Sikes (Seagal) launches a series of patriotic, one-man attacks on powerful, but morally corrupt, drug dealers, gangsters and politicians. Hot on the vigilante's heels are Detective James Peterson (Louis Mandylor) and Sikes' former partner-turned FBI agent William Porter (Craig Sheffer), who are eager to bring the vigilante to justice and hold him accountable for his violent crime spree.

As the law enforcers try to close in on the elusive Sikes he continues his assault on the criminal underworld only to attract the unwanted attention of mob boss Romano (James Russo), who would also like to put a quick end to his heroics.
